State Representative Ben Bumgarner filed House Bill 3579 to shut down massage parlors who operate in human trafficking. The bill would direct the executive director of the Texas Department of Licensing and Regulation to issue an emergency order halting the operation of a massage establishment if a law enforcement agency gives notice to the department, or has reasonable cause to believe that an offense of human trafficking is being committed.
The idea for HB 3579 originated from conversations with local officials in Lewisville regarding law enforcement’s efforts to stop businesses where humans trafficking is taking place. Rep. Bumgarner stated, “I look forward to providing additional tools to catch and quickly stop human trafficking in our communities. I am grateful to be working closely with state and local officials to prosecute establishments who sponsor human trafficking and ending the practice overall.”
